What is a property condition report?
A property condition report, usually shortened to PCR, is a written and photographic record of a rental property's condition at the start of a tenancy. In Western Australia it is a required part of every residential tenancy, whether or not a security bond is paid.
The ingoing report is the baseline. When the tenancy ends, the property is inspected again and compared against it. If the ingoing report is vague or missing detail, it becomes much harder for anyone to show what has changed.

Why accurate ingoing documentation matters
The tenant reviews the ingoing report and can add their own comments before returning it. A thorough, clear report at this stage reduces back-and-forth and gives both sides an agreed starting point.

WA tenancy requirements in brief
Under the Residential Tenancies Act 1987 (WA), the landlord or property manager must give the tenant two signed and dated copies of the ingoing report within 7 days of the tenant moving in. The tenant then has 7 days to add comments and return one copy.
